Ibn Rushd explaned that the problems of human life has no limits, while the quantity of good passages of Qur’an and the Hadis are limited in quantity. It is an encouragement to do ijtihad to the problems of actual law that no provision authoritative quotation. In this position, ijtihad is the inner dynamic for the birth of changes to safeguard the ideals of the universality of Islam as a system of teaching shalihun likulli al-zaman wa al-makan.
